HE PASTORAL LANDS of West Marin have changed very little in the past 130 years. Today, residents and visitors delight in the open vistas, the rolling hills and the fields dotted with cattle, horses, deer and elk. In 1973, a community plan was developed for West Marin. Effective May 1978, the plan limits development to one unit per twenty acres, assuring that the open spaces will be preserved.
